New auto index redefines which cars are really 'made in America'

Apr. 30, 2013 ? American University's Kogod School of Business announced today the release of a new Made in America Automotive Index that evaluates and ranks 253 car models based on country of origin and several factors not addressed by the American Automobile Labeling Act (AALA).

Developed by Kogod Professor Frank DuBois, an international business expert in competition and global supply chain management, the new index uses seven different weighted factors to determine the degree to which cars sold in the U.S. really are "American made."

? Profit Margin: Where the automaker's global headquarters is located

? Labor: Location of assembly

? Research & Development

? Transmission: Location of production

? Inventory, Capital and Other Expenses: Location of assembly

? Engine: Location of production

? The AALA "Domestic Content" Score

Dubois believes these comparisons constitute the most accurate "made in America" index available because American-made can only reflect a percentage of a product's content when a global supply chain is the operating reality of the automotive industry.

"If you break down a single "American-made" transmission, you'll find many smaller parts, each stamped with its own country of origin. You may well find 80 percent of the parts inside that transmission didn't come from the U.S," said Dubois.

According to Dubois, the AALA is meant to help consumers "buy American," but the data it provides is limited in several ways. Aside from designating parts manufactured in Canada as "domestic," some automakers file incomplete reports, omitting various models in any given year. As illustrated in the table below, the differences between the AALA and Dubois's metrics result in a significant degree of variance when comparing two indices.

DuBois used all publicly available data to develop the index, including from the AALA, automakers' annual reports, and Form 10-K filings to the U.S. Securities and Exchange Commission. Automakers received up to a total of 100 percentage points based on the level of domestic outcomes.

Dubois argues that his index provides a more accurate assessment of a vehicle's true country of origin: "All that automakers are required to do is abide by the terms of the AALA, and I would argue the AALA is a flawed measure."

UFC 159 was a bizarre event ? possibly cursed by demons ? but there were still plenty of standout performances by fighters whose bouts ended normally. Who stood out for you? Speak up on Twitter or on Facebook.

No. 1 star -- Jon Jones: As we've said since the fight was made, Chael Sonnen was not the right competition for UFC light heavyweight Jones because he is middleweight coming off of a loss. Jones could have taken Sonnen lightly and still probably won, but he didn't do that. He used the fight as another opportunity to show his dominance, beating Sonnen at his own game by taking him down several times before finishing the fight near the end of the first round.

Would the fight have been stopped if they made it out of the first round, and the referee had noticed Jones' mangled toe? Who cares? It didn't happen, and Jones is still the champ.

No. 2 star -- Pat Healy: The UFC's already stacked lightweight division somehow got even tough with Healy's performance on Saturday night. Along with Jim Miller, he put on a show then finished the fight in the third round. He won both Fight of the Night and Submission of the Night, meaning Healy walked away with an extra $130,000.

No. 3 star -- Sara McMann: As an Olympic silver medal-winning wrestler, McMann is one of the most decorated athletes to join the UFC. This means she had big expectations to perform, and she exceeded them. McMann used wrestling and power to stop Sheila Gaff in the first round.

(AP) ? Colorado Avalanche coach Joe Sacco was fired on Sunday after the team missed the playoffs for the third straight season.

The Avs never got on track in the lockout-shortened season and finished last in the Western Conference.

Sacco was in his fourth season in charge of Colorado and wound up with a 130-134-30 mark. He had one year left on his contract.

"The organization believes a change of leadership behind the bench is needed going forward," general manager Greg Sherman said in a release. "Joe has worked for this franchise for eight seasons and he is a dedicated and hard-working coach. We appreciate all he has done and wish him the best in the future."

The Avs will soon begin their search for a replacement.

Sacco spent two seasons in charge of the organization's American Hockey League affiliate squad, the Lake Erie Monsters, before taking over the Avs in 2009 after the firing of Tony Granato.

A former NHL player, Sacco preached a fast-paced style and it served the youthful Avalanche well in his first season as the team earned a postseason spot. He was even a finalist for the NHL's coach of the year.

But Colorado couldn't duplicate that success.

Moments after a 3-1 loss to Minnesota on Saturday to close out the regular season, Sacco was asked about his future, saying, "We're certainly headed in the right direction."

His team was committed to his up-tempo philosophy. Matt Duchene recently said that Sacco's message was still getting across.

"We've all played the system he's put in place to the best of our ability. We've all worked at it," said Duchene, who finished tied with P.A. Parenteau for the team scoring lead with 43 points. "We're all still buying in and working."

Sacco will be back on the bench later this week when he leads the U.S. squad at the world championships. He will even take several Avalanche players with him, including Paul Stastny and Erik Johnson.

Details of the Senate immigration bill

A look at the 844-page immigration overhaul bill introduced this week in the Senate by four Democratic and four Republican lawmakers:

BORDER SECURITY

?The bill sets goals of surveillance of 100 percent of the border with Mexico, and catching or turning back 90 percent of would-be crossers.

?Within six months of enactment of the bill, the Homeland Security Department must develop a border security plan to achieve those goals, including the use of drones, additional agents and other approaches; and develop a plan to identify where more fencing is needed.

?If the goals of 90 percent effectiveness rate and continuous surveillance on the border are not met within five years, a Southern Border Security Commission would be established with border-state governors and others to determine how to achieve them.

?Before anyone in the U.S. illegally can get a green card, the border security and border fencing plans must be in place. Also, a new entry-exit system must be implemented at U.S. seaports and airports to track people coming and going. And a mandatory system must be in place for employers to check workers' legal status.

?About 3,500 new Customs agents would be funded nationally.

?The National Guard would be deployed to the border to build fencing and checkpoints, among other tasks.

?Funding would be provided to increase border-crossing prosecutions and to create more border patrol stations and forward operating bases.

PATH TO CITIZENSHIP

?The 11 million people in the U.S. illegally could obtain "registered provisional immigrant status" six months after enactment of the bill as long as:

(1) The Homeland Security Department has developed border security and fencing plans.

(2) They arrived in the U.S. prior to Dec. 31, 2011, and maintained continuous physical presence since then.

(3) They do not have a felony conviction or three or more misdemeanors.

(4) They pay a $500 fine.

?People in provisional legal status could work and travel in the U.S. but would not be eligible for federal benefits.

?The provisional legal status lasts six years and is renewable for another $500.

?People deported for non-criminal reasons can apply to re-enter in provisional status if they have a spouse or child who is a U.S. citizen or permanent resident, or if they had been brought to the U.S. as a child.

?After 10 years in provisional status, immigrants can seek a green card and lawful permanent resident status if they are up-to-date on taxes and pay a $1,000 fine, have maintained continuous physical presence in the U.S., meet work requirements and learn English. All people waiting to immigrate through the legal system as of date of enactment of the legislation must have been dealt with.

?People brought to the country as youths would be able to get green cards in five years, and citizenship immediately thereafter.

HIGH-SKILLED WORKERS

?The cap on the H-1B visa program for high-skilled workers would be immediately raised from 65,000 a year to 110,000 a year, with 25,000 more set aside for people with advanced degrees in science, technology, engineering or math from a U.S. school. The cap could go as high as 180,000 a year depending on demand and unemployment rate.

?New protections would crack down on companies that use H-1B visas to train workers in the U.S. only to ship them back overseas.

?Immigrants with certain extraordinary abilities, such as professors and researchers, multinational executives and athletes, would be exempted from green-card limits.

?A startup visa would be made available to foreign entrepreneurs seeking to come to the U.S. to start a company.

?A new merit visa, capped at 250,000 a year, would award points to prospective immigrants based on their education, employment, length of residence in the U.S. and other considerations. Those with the most points would earn the visas.

?The bill would eliminate the government's Diversity Visa Lottery Program, which randomly awards 55,000 visas to immigrants from countries with historically low rates of immigration to the United States, so that more visas can be awarded for employment and merit ties.

LOW-SKILLED WORKERS

?A new W visa would allow up to 200,000 low-skilled workers a year into the country for jobs in construction, long-term care, hospitality and other industries.

?A new agriculture worker visa program would be established to replace the existing program. Agriculture workers already here illegally, who've worked in the industry at least two years, could qualify in another five years for green cards if they stay in the industry.

FAMILY IMMIGRATION

?Under current law U.S. citizens can sponsor spouses, children and siblings to come to the U.S., with limits on some categories. The bill would bar citizens from sponsoring their siblings and would allow them to sponsor married sons and daughter only if those children are under 31.

?Legal permanent residents can currently sponsor spouses and children, but the numbers are limited. The bill eliminates that limit.

EMPLOYMENT VERIFICATION

?Within five years, all employers must implement E-Verify, a program to electronically verify their workers' legal status. As part of that, non-citizens will be required to show photo ID that must match with a photo in the E-Verify system.

Worst QB class? It's all relative

The NFL draft hasn't been viewed as this mediocre for quarterbacks since 2000.

Then again, "mediocre" is a loose term. While the 2000 draft didn't feature a quarterback drafted until No. 18 overall (Chad Pennington by the New York Jets) and is the last time that a passer didn't go in the first half of the first round, it's the same draft that produced Tom Brady in the sixth round.

That fact should demonstrate just how inexact the science of selecting a can passer be. With that in mind, for all the knocks on guys like Geno Smith of West Virginia, Matt Barkley of USC and many of the other young passers available, who knows what this draft is going to look like in five or 10 years?

Where will Geno Smith land in the draft? (AP) Today, however, it looks questionable.

On Thursday, first-year Arizona Cardinals coach Bruce Arians put it in the most telling terms.

"We were going to take the best player available at that position, at No. 7, whether it be a tackle, pass rusher, corner, or quarterback," Arians said on Fox radio before narrowing the field even more. "Right now I don't see a quarterback in this class coming up that would have been in that spot for us. Now, it might be for somebody else, but not for us. Especially with the elite offensive linemen that are out there this year, and defensive linemen."

Arians knows a thing or two about quarterbacks after stretches of coaching Peyton Manning, Ben Roethlisberger and Andrew Luck in his career.

An AFC general manager was likewise blunt: "If either Smith or Barkley were that good, you wouldn't see the trades you're seeing right now. [Alex] Smith? [Carson] Palmer? [Matt] Flynn? That tells you what you need to know. If Kansas City thought there was a great quarterback in this draft, or even a really good one like Matt Stafford, they wouldn't have traded for [Alex] Smith."

"I could see both of those guys going in the first round," an NFC executive said of Geno Smith and Barkley, echoing remarks made by many scouts, coaches and fellow executives. "But neither of those guys makes you think you're getting a slam-dunk, no-doubt guy ? you're not talking about [Andrew] Luck and [Robert] Griffin."

Another AFC executive said he believed that Smith would end up being a top 10 pick, perhaps somewhere around No. 4 or No. 5. With the Cleveland Browns, Buffalo Bills, Jacksonville Jaguars and the New York Jets all needing a quarterback, the executive reasoned that someone will take a chance on him.

"Somebody is going to fall in love with him between now and [April 25]," the executive said.

In the meantime, Smith, Barkley and others in this year's class will be subject to great scrutiny.

Smith has taken it the hardest lately, starting with a harsh evaluation of his personality and leadership from respected draft analyst Nolan Nawrocki of Pro Football Weekly:

Not a student of the game," Nawrocki wrote. "Nonchalant field presence ? does not command respect from teammates and cannot inspire. Mild practice demeanor ? no urgency. Not committed or focused ? marginal work ethic. Interviewed poorly at the [NFL scouting combine] and did not show an understanding of concepts on the white board. Opted not to compete at the Senior Bowl and has approached offseason training as if he has already arrived and it shows in his body with minimal muscle definition or strength. Has small hands and glaring ball security issues [32 career fumbles]. Really struggled handling the snow in Pinstripe Bowl [took two safeties] and will be troubled by the elements. Needed to be coddled in college ? cannot handle hard coaching.

Chad Pennington was productive for the Jets and Dolphins ... when healthy. (USA TODAY Sports) The harsh personal remarks echoed similar things Nawrocki wrote about Cam Newton before the 2011 draft. While most people have not been as critical of Smith on a personal level, it's not because Nawrocki is completely wrong.

"It probably depends on who you talk to," the NFC executive said. "Some scouts see nonchalance and they take that to be lazy. Some see quiet competitiveness. That's why you cross-check and listen really carefully."

That said, NFL Network draft analyst Mike Mayock echoed a lot of the concerns about Smith from a football side.

"It's absolutely the football side," Mayock said on the network's "Path to the Draft" program. "Talk about the football issues: First of all, ball security, ties into the pocket awareness. Whatever that number is, 30, 32 fumbles in his career, he has no awareness of the rush surrounding him. So his pocket awareness ? five sacks in the first half against Texas, three of them he could have gotten rid of the football easily, and one of them he was stripped of the football in the end zone for a touchdown. There's no internal clock, there's no feel."

Meanwhile, Barkley has been taken to task for lack of arm strength on key throws.

"The kid has all the intangibles you could imagine," one of the AFC executives said. "You couldn't ask for a better kid or a harder worker. But he just doesn't have the arm on the deep stuff."

More specifically, scouts have said that Barkley doesn't have the ability to fire passes to tight spots on the field, relying mostly on timing to land throws. With that in mind, Barkley sounds like Pennington.

"That's the comparison I would make," the AFC executive said. "That's what people said about Pennington way back then."

Alzheimer's plaque components fight inflammation

In mice, bits of proteins can treat condition resembling multiple sclerosis

Tiny components of amyloid plaques, the notorious protein clumps found littering the brains of people with Alzheimer?s disease, might fight inflammation. Researchers report that several of these sticky protein fragments, or peptides, glom onto inflammatory compounds and reverse paralysis in mice that have a condition similar to multiple sclerosis. A fragment of tau protein, which shows up in other brain deposits in Alzheimer?s patients, has a similar effect.

When tested on blood taken from three MS patients, the tau peptide weeded out some inflammatory culprits there, too, researchers report in the April 3 Science Translational Medicine.

?This is a seriously good study. It opens up more questions than it answers,? says Jian-Guo Geng, a cell biologist at the University of Michigan in Ann Arbor who wasn?t part of the research team. ?But I don?t think we?re anywhere close to using these peptides for treatments.?

Amyloid is a broad term for clusters of protein in the brain, including those arising with the aid of misfolded versions of tau or another protein implicated in brain disease called a prion. Viewing amyloid-forming peptides as good guys runs against the scientific thinking, since amyloid plaques are a hallmark of Alzheimer?s disease. But study coauthor Lawrence Steinman, a neurologist at Stanford University, points out that the actual role of amyloid plaques in the disease is unclear. He suggests the tiny peptides holding the plaques together might have an alternative, useful role in the body.

Last year, Steinman and his team showed that injecting mice with amyloid improves symptoms in animals with the MS-like condition (SN: 9/22/2012, p. 14). Separately, Geng reported in 2012 that mice genetically engineered to make extra amyloid could fend off the MS-like disease, and that knocking out the amyloid-making capacity worsened symptoms in animals.

The new study goes a step further toward working out how amyloid fights disease in mice. In MS, inflammation is the enemy, damaging the fatty coatings on nerve sheaths in the central nervous system. A breakdown of that nerve insulation results in disordered nerve signaling and symptoms that can include weakness, loss of motor control, vision problems, loss of sensation and other problems.

Steinman and his colleagues identified several peptides, each only six amino acids in length, that seem to knock down inflammation when they twist to form sticky structures called fibrils. Steinman likens the peptide fibrils to sponges, because of their ability to bind to and contain compounds that trigger inflammation.

The researchers injected various peptides that can form amyloid in mice that had become disabled by the MS-like condition. Several of the peptides ? including fragments of heat shock proteins, tau protein and prion protein ? reversed the animals? paralysis during treatment. The effect later faded.

Blood samples from treated mice showed that heat shock and tau peptide fibrils had reduced levels of several proteins that cause inflammation, including interleukins 2 and 6. Compared with animals that received no fibril treatment, the animals? brain tissue had less inflammation.

When the scientists cultured human blood from MS patients with the tau fibril, the sticky peptide bound to dozens of compounds, including many molecules involved with inflammation.

The misfolded versions of tau, prions and amyloid protein can all form deposits in the brain, and it is the stickiness of fibrils that enables sheets of proteins to aggregate into these deposits, Steinman says. Those deposits have earned fibrils a nasty reputation.

?We have to keep an open mind,? he says. ?Most molecules are nuanced in function. In certain circumstances, they can cause harm or benefit.?

Homecoming Meals: What Padma Lakshmi Eats At Home

We've been thinking a lot lately about the chefs, musicians, comedians, actors and others whose career frequently takes them out on the road, into more airplanes, restaurants and hotel bars than they can count. When they finally settle back in at home, what do they want to cook for themselves? We asked, and they just started telling us! Find out their answers in our series, Homecoming Meals.

We should have suspected that most of our Homecoming Meals participants would extoll the virtues of simple comfort food, but the consistency with which they've answered this way has delighted us. From Fabio's risotto to Jeni's unconventional ratatouille, simplicity totally rules. Today's edition is no exception: we caught up with "Top Chef" host, cookbook author and well-exposed food nerd, Padma Lakshmi.

Honestly it?s a simple bowl of lentils and rice. Or beans and rice. I?m very simple! Honestly most of my diet when I?m not working on ?Top Chef? is very simple, very plant based. So if it?s cold it will be a noodle soup and if it?s not cold it would probably be like beans and rice or lentils and rice. That?s really what I like.

As for flavors, I always think even dessert should have a hint of salt in it. But in the case of the lentils and rice, it?s actually homey, comfort, savory porridge called Kitchedi. And I add cumin to that and green chilies for a little heat. I also add sometimes some chopped dried plums for a hint of tartness and sweetness. I think ?- not to plug my own book but -? the title of my own book actually sums up what I think about food, I like everything a little tangy, a little tart, a little hot and a little sweet. [Padma?s book is called Tangy, Tart, Hot and Sweet: A World of Recipes for Everyday.] I think that?s the perfect bite in your mouth because it hits all the different parts of your palate.

Hybrid Memory Cube receives its final spec, promises 15X the RAM bandwidth

The Hybrid Memory Cube Consortium has been almost too patient in developing a standard for for its eponymous technology -- efforts began 17 months ago -- but it at last has more than good intentions to show for its work. Its just-published HMC Specification 1.0 lets companies build platforms and RAM with 2GB, 4GB and 8GB chips incorporating the stacked, power-efficient technology, all without compatibility jitters from other supporters. The completed spec is a scorcher when living up to its full potential, too. With eight links, a memory cube can reach a peak 320GB/s (yes, that's gigabytes) of aggregate bandwidth -- more than a hair faster than the 11GB/s we often get from existing DDR3 memory.

The Consortium is teasing us with more. Although we'll have to wait until the second half of the year before HMC 1.0 products appear in earnest, the Consortium already has a next-gen blueprint due in early 2014 that should nearly double individual data link speeds (from 15Gbps to 28Gbps). While we'd like to see the group walk the walk with real products before it talks more talk, there's still a chance that some memory performance bottlenecks could vanish for a good, long while.

Analysis: Mali insurgency endangers French pull-out plan

PARIS (Reuters) - France wants to cut its forces in Mali sharply by the year-end and is urging its ex-colony to hold elections in July, but an Islamist insurgency is threatening that timetable. Many people in northern Mali who lived under the rebels' brutal form of Islamic law last year are apprehensive about French plans to leave just 1,000 of the current 4,000 troops in the country by December, with U.N. peacekeepers filling the gap.

Libya investigating Zueitina oil pipeline blast

NEAR ADJABIYAH, Libya (Reuters) - Libya is investigating the cause of an explosion late on Tuesday on oil and condensate pipelines to the eastern port of Zueitina, the National Oil Corporation (NOC) said. ARSAL, Lebanon (Reuters) - A Syrian jet flew 20 km (12 miles) into Lebanon and fired a missile into a field on the outskirts of the border town of Arsal on Wednesday but caused no casualties, witnesses said. Lebanon has maintained a policy of "dissociation" from Syria's two-year-old conflict. But many Lebanese officials feel their country is increasingly at risk of being dragged into the civil war, which the United Nations says has killed 70,000 people.

(AP) ? The Boston Bruins have acquired Jaromir Jagr from the Dallas Stars in an attempt to improve their shaky offense.

The 10th leading goal scorer in NHL history, who leads the Stars in points this season, Jagr was traded Tuesday for two prospects, forwards Lane MacDermid and Cody Payne, and a conditional second-round pick in this year's draft, the Stars announced.

The deal came five days after the Bruins thought they obtained forward Jarome Iginla from the Calgary Flames, only to learn Iginla had been traded to the Pittsburgh Penguins.

In his first season with the Stars, the 41-year-old Jagr has 14 goals and 26 points. Brad Marchand leads the Bruins with 14 goals and Patrice Bergeron is first with 31 points. Jagr has 679 career goals.

Euro outlook cut again after botched Cyprus bailout: Reuters poll

LONDON (Reuters) - Evaporating hopes for an economic recovery and last month's botched bailout of Cyprus persuaded analysts to chop their outlook again for the euro over the coming months, a Reuters poll showed.

Although the median expectation of more than 60 analysts surveyed over the last few days shows the euro trading around its current levels near $1.28 over the next few months, further out, the poll shows the currency weakening to around $1.25.

Overall, forecasts for the euro were about 2 cents weaker compared with last month's poll, which also reflected its roughly 6 percent depreciation against the dollar since the start of February.

The poor state of the euro zone economy was the chief reason why the euro is expected to weaken further, with surveys on Tuesday showing a worsening manufacturing slump in the currency bloc.

The median outlook for the euro was the weakest since September last year, when European financial markets were in turmoil as speculation grew that Spain would soon need a banking sector bailout, which it eventually got in December.

"We expect euro zone fundamentals to deteriorate further. This, combined with outflow pressures, should keep the euro's downward trend intact," said Camilla Sutton, chief currency strategist at Scotiabank in Toronto.

Asked which currencies investors were most likely to buy at the expense of the euro following the Cyprus bailout, 22 out of the 26 who answered said the U.S. dollar, with seven responses each for sterling and the Australian dollar.

"If the euro comes under further stress, we expect the growth-linked currencies like the Australian and Canadian dollars to benefit instead," said Emmanuel Ng, currency strategist at OCBC Bank in Singapore.

EURO BEARS OUT IN FORCE

Cyprus struck a 10-billion euro bailout deal with the European Union and International Monetary Fund last week, designed to untwine it from a failed banking sector that has long dominated its economy.

While tiny in economic terms, the chaotic bailout deal highlighted the political discord that has left Europe's economy rudderless, with the latest data showing signs of further deterioration rather than recovery.

The euro's recent decline versus the dollar reflects these poor economic fundamentals far more so than ebullient European stock markets. The FTSEurofirst 300 index has rallied more than 6 percent since the start of the year.

The poll showed the euro declining to $1.27 in six months, and $1.25 a year from now.

Bearishness about the euro's prospects among respondents was palpable, matching data from the Commodity Futures Trading Commission that showed traders increased their short bets against the euro through March.

Out of 58 contributors who took part in both the April and March foreign exchange polls, slightly more than half, 31, cut their 12-month outlook for the euro.

Fewer than a third of analysts expect the euro to be stronger in 12 months than its current level near $1.28.

Against sterling, analysts expect the euro to trade near 85 pence over the next year.
